MPMA participated in the National Circular Economy Council (NCEC) meeting this morning, Friday, 9 May 2025, chaired by YB Nga Kor Ming. Several key issues relevant to the plastics industry were raised:
Eco-Design for Recycling
MPMA highlighted the need to expedite implementation of eco-design standards that support recycling, rather than waiting until 2030. Early action will enhance recyclability and help industry align with global sustainability expectations.
Grace Period for New Regulations
MPMA supported MITI’s call for adequate grace period when introducing new regulatory changes. Sudden implementation may lead to financial losses, as manufacturers carry inventory in the supply chain that may be returned by wholesalers and retailers if non-compliant.
Manufacturing Licence for Recycling Investments
MPMA supported MITI’s position that all recycling facilities, including e-waste recycling plants, should be required to obtain a Manufacturing Licence (ML). In addition, MPMA welcomed the Minister’s suggestion for MITI to work with TNB and water supply authorities to ensure timely provision of utilities only when the ML is approved. This supports the whole-of-government approach advocated by the PM.
Plastic Bags
MPMA supports the Government’s initiative to encourage reusable bags. However, it was proposed that such bags remain available as a choice for consumers, with a mandatory charge to encourage responsible usage.
Degradable Plastic Bags
MPMA is arranging a meeting with SIRIM to discuss suitable materials for the production of degradable plastic bags. These bags may offer a viable solution, as they can be reused (e.g. as bin liners) and eventually degrade in landfills or be incinerated in Waste-to-Energy plants.
MPMA will continue to engage with relevant authorities to represent members' interests and promote a practical and sustainable approach to circular economy initiatives.
