MPMA together with Epicor had successfully organised an exclusive workshop and business networking session on 28.7.2022 at Somerset Petaling Jaya.

The seminar had highlighted that when implementation is done right, ERP lets your business information flow smoothly and efficiently across all departments. Companies will be able to see what's happening in your business in real- or near-real time. With better, faster and more accurate information, companies will be able to make better-informed decisions yet fit the long-term direction and strategy.

Highlights from this discussion include the following:
- Malaysia became the 12th member country to ratify RCEP on 14 January 2022. The enforcement took place on 14 March 2022, 60 days after the ratification.
 
- RCEP consist 15 ASEAN Member States and ASEAN’s Free Trade Area Partners
 
- Rules of Origins either Change in Tariff classification (CTC) or Regional Value Content (RVC) of 40%. MITI advised that the CTC is more user-friendly then RVC.
 
- Members are advised to study the tariff rates offered by RCEP in comparison with the regional FTAs before exporting their finished goods or importing raw materials. E.g. for most plastics products exporting to China, the tariff rates are 5.9% in 2022 but under ASEAN-China FTA, the rates are 0%. Likewise, for PE resins importing from Korea, the rate is 10% in 2022, but under ASEAN-Korea FTA is 5%.

MPMA MEETING WITH MOF – KEY TAKEAWAYS

MPMA had a constructive discussion with the Ministry of Finance today, chaired by Mr Fadzlee Malik, Head of SST Department. MPMA highlighted three key issues impacting the plastics industry, and MOF provided the following responses:

1. Resin Supply Chain – Current exemptions are too narrow, leaving SMEs exposed to higher costs as Tier 2 distributors are excluded. MOF shared a solution for SMEs to purchase resins under the existing framework.

2. Machinery & Equipment – The 5% SST on plastics machinery, moulds, and robots raises capital costs, discouraging automation and productivity upgrades. MOF acknowledged that some HS Codes were overlooked and requested MPMA to submit a full list for review.

3. Recycling Industry – Gaps in SST exemptions for plastic scrap collectors and yard operators risk undermining recycling and circular economy goals. MOF said they will study the proposal and may expand Schedule C to exempt the recycling supply chain from tax.

The Government has taken note of our concerns and signaled openness to addressing them. MPMA will continue to engage closely with MOF to ensure practical and fair solutions for the industry.

MPMA RECYCLERS LUNCHEON & NETWORKING SESSION-20 MAY 2025

MPMA Recyclers Luncheon and Networking Session was successfully held yesterday, bringing together around 40 recyclers and AP holders from across the industry.

The session served as a valuable platform for recyclers and stakeholders to network and exchange insights, with a key focus on the new Guidelines for Importation & Inspection of Waste Plastic issued by SIRIM.

Special thanks to Dato’ Johnson Yoon, Chairman of MPMA Recycling Committee for leading the discussion and to all participants for your active engagement and constructive input.
